My proposition for funding would to raise extra revenue from a number of sources to increase funding and replace the licence fee.
1. What has car tax got to do with Public Service Broadcasting?
2. No. These are extras over-and-above PSB. As private, for-profit, companies I can’t see them accepting this.
3. This “Broadcasting Levy” is the model that Germany has recently adopted and is really the only viable alternative to the current system.
As a Public Service Broadcaster, the BBC should be paid for by all and subscription would not achieve that.
Advertising would certainly work for the BBC but it would also cripple a lot of the smaller commercial channels. (Sky would survive, as might ITV. Not sure about C4 or the rest of them!)
The TVL has always been the ‘least worst’ way to fund the BBC but I would be happy for an equivalent amount to be added to, for example, Council Tax. That way at least those on benefits (full disclosure, that includes me!) would be exempt.
